Financial talk

My 2 year old Lab/Sharpei(sp?) mix has been urinating blood recently. He doesn't always do it, but for the most part he acts as if he really has to pee, and when outside he pees some blood out, not a lot, but enough to worry me a lot. I don't know if it matters male or female, but my dog was born an it, as in he as a vagina and a penis or something. He drinks the same amounts and acts the same, and it doesn't seem like he's hurting when the blood comes out.. What do i do? Take him to a Vet ASAP? Or is it not serious? I don't want to take him to the vet and it turns out nothings wrong but the vet still charges me. I don't have a lot of money left, so i can only take him to the vet if it's really fatal.
