Open Question: How is this fair? paypal question?

Ok, So I bid on an fm transmitter for my ipod on ebay. the total cost was around 18 dollars shipping included. When the item gets here its not an fm transmitter its an fm receiver when the auction clearly stated fm transmitter. Well I try to contact the seller (high volume power seller), I get no responses, so I file a significantly not as described claim through paypal. Well after 40 days paypal finally decides that I can have my money back, but that I had to ship the item back to the seller at my expense to receive this credit, and to top it off I had to have delivery confirmation, so I had to upgrade to priority mail and the total shipping costs were about 6 bucks. On an 18 dollar item that meant I was out of a third of my money and have jack for it, when it wasn't my fault that the seller shipped me the wrong item to begin with. While this wasn't that much assuming it was a larger item if thats is paypals's policy that is horse crap.
