Open Question: In 2007 my husband paid due child support,in total $5,231. Why the government took all our federal tax return?

In 2007 my husband paid due child support (child is 25 years old from previously marriage) according to court order, in total $5,231. Our federal tax return for 2007 was $1,627 (including $1,488 child tax credit for two our children 5 and 7 years old). All money in 2007 made by my husband. I am stay home mom. The Department of the Treasury applied all our Federal payment to a debt my husband owe. The Agency collecting debt is in CA (we live in AZ). Why they took all money if $1,488 we got just because we have two children? What we should do? I believe our children money shouldn't go to pay due child support. Maybe someone know a good lowyer with licence for AZ and CA. All that due child support is mostly %%%%%. Thanks, Anabell
